The Americans have given much the same return as proposed & do not go further than we here and as it relates to the principle requiring that foreigners who use our settlement of Tong Kung as an Emigration depot shall be subject to the same restrictions as British owners, I see no very plausible ground of objection- neither do I think it clear that the proposed provision will not work.
As to some remaining points of detail I will confer with Mr Murdock. A copy might be sent to the Board of Trade for such observations as they may wish to make.
